Revises voter registration qualifications to include military personnel returning from deployment and those separated from employment outside the U.S., allowing late registration until 5 p.m. the Friday before election.

Requires supervisors of elections to post election preparation reports on their websites at least 3 months before general elections, including staffing levels and equipment information.

Changes primary election timing from 12 weeks to 10 weeks before the general election and modifies early voting requirements, including allowing counties to designate additional early voting sites and reducing minimum early voting hours from 8 to 6 hours per day.

Establishes new provisions for absentee ballot processing, including allowing electors to cure unsigned absentee ballots before 5 p.m. the day before election and requiring supervisors to record signature absences and notify rejected voters of specific reasons.

Creates voting system defect disclosure and investigation procedures requiring vendors to file written disclosures and authorizing the Department of State to suspend or disapprove defective voting systems, with civil penalties up to $25,000 plus investigation costs.
