CS/CS/HB 7027 - Education Accountability

• Requires State Board of Education to notify Legislature of significant changes to federal law affecting Florida's K-20 education performance accountability system.

• Mandates Board of Governors and public educational institutions provide student-level data to K-20 data warehouse, including retention, transfer, completion, graduation, employment, and earnings data by December 31, 2013 and annually thereafter.

• Creates new Section 1008.333 requiring school districts to allocate 15% of Title I, Part A funds for interventions to improve Title I school performance, with Department of Education reviewing district-level improvement plans.

• Repeals Section 1008.331 (supplemental educational services in Title I schools) and amends school grading provisions to clarify alternative schools, colocated schools, and exceptional student education centers.

• Authorizes Commissioner of Education to collaborate with Department of Economic Opportunity to link student-level data with workforce outcome data; takes effect July 1, 2013.
