Requires the Department of Education to develop an online catalog of digital learning courses with course descriptions, completion and passage rates, and user feedback mechanisms.

Mandates the Auditor General conduct an operational audit of Florida Virtual School (including Florida Virtual School Global) and submit findings to the Legislature by January 31, 2014, covering personnel, procurement, revenue, enrollment records, and accountability.

Creates the Florida Approved Courses and Tests (FACT) Initiative beginning in 2015-2016 school year to expand student access to online courses including massive open online courses (MOOCs) in Algebra I, biology, geometry, and civics.

Removes restrictions on students taking online courses across school district lines and prohibits school districts from requiring students to take online courses outside normal school hours or off school grounds.

Allows school districts to contract with qualified contractors to administer and proctor standardized assessments and Florida approved course assessments at approved sites, with special access provisions for exceptional students.
