Terminates the Everglades Parkway Construction Trust Fund (FLAIR 55-2-199) and Jacksonville Transportation Authority Project Construction Trust Fund (FLAIR 55-2-413) within the Department of Transportation, with balances transferred to the State Transportation Trust Fund.

Terminates the Federal Law Enforcement Trust Fund (FLAIR 55-2-719) within the Department of Transportation, with balances transferred to the Federal Law Enforcement Trust Fund within the Department of Highway Safety and Motor Vehicles.

Requires the Department of Transportation to pay all outstanding debts and obligations of each terminated fund as soon as practicable.

Requires the Chief Financial Officer to close out and remove terminated funds from state accounting systems using generally accepted accounting principles.

Repeals section 339.082 and paragraph (j) of section 932.7055 (F.S.), and repeals paragraphs (b) and (f) of section 2 of chapter 2004-235 (Laws of Florida); effective July 1, 2013.
