Removes obsolete provisions from section 379.204 that authorized the Fish and Wildlife Conservation Commission to transfer cash balances from hunting and fishing license fees into the Federal Grants Trust Fund, which expired July 1, 2012.

Deletes a restriction in section 379.207 that previously limited expenditures from the Lifetime Fish and Wildlife Trust Fund interest income until license holders attained age 16.

Renames the Fish and Wildlife Habitat Program to the Land Acquisition Trust Fund in section 379.212.

Creates the Save the Manatee Trust Fund (section 379.213) to be administered by the Fish and Wildlife Conservation Commission with funds managed according to specified statute provisions, allowing donations and permitting fund balances to carry over annually.

Creates the Invasive Plant Control Trust Fund (section 379.214) to be administered by the Fish and Wildlife Conservation Commission with funds managed per designated statute provisions and allowing annual carryover of balances.

Takes effect July 1, 2013.
