Exempts nonresidents at least 16 years of age from obtaining a Florida driver license if they possess a valid noncommercial driver license from their home state or country and operate a vehicle for which a Class E license is required in Florida.

Exempts nonresidents at least 18 years of age from obtaining a Florida driver license if they possess a valid noncommercial driver license from their home state or country and operate a noncommercial motor vehicle in Florida.

Removes the requirement that nonresidents possess an International Driving Permit to qualify for the 18-year-old exemption.

Renumbers the golf cart exemption provision from subsection (e) to subsection (d).

Takes effect upon becoming law and applies retroactively to January 1, 2013.
