Amends section 373.4592, Florida Statutes, to revise legislative findings and definitions related to Everglades restoration, including updating the definition of "Long-Term Plan" to reference the Restoration Strategies Regional Water Quality Plan dated April 27, 2012.

Establishes a 10-year review requirement at least 10 years after implementation of the Long-Term Plan initial phase to ensure the Everglades Protection Area achieves state water quality standards and that the plan uses the best available technology.

Revises the agricultural privilege tax structure with rates of $25 per acre (November 2014-2026), $20 per acre (November 2027-2029), $15 per acre (November 2030-2035), and $10 per acre (November 2036 onward), with proceeds directed to Long-Term Plan implementation.

Requires the South Florida Water Management District to complete a use attainability analysis after all Long-Term Plan projects are finished to determine if water quality-based effluent limits will be achieved at permitted facilities.

Appropriates $12 million annually in general revenue funds and $20 million annually from the Water Management Lands Trust Fund to the Department of Environmental Protection for the Restoration Strategies Regional Water Quality Plan for fiscal years 2013-2014 through 2023-2024.
