Creates the Military Base Protection Program to secure nonconservation lands that buffer military bases against encroachment from incompatible adjacent land uses.

Authorizes the Department of Economic Opportunity to annually submit a list of nonconservation lands to the Board of Trustees of the Internal Improvement Trust Fund for acquisition through fee simple purchase or perpetual less-than-fee interests.

Requires the Board of Trustees to consider recommendations from the Florida Defense Support Task Force when determining which nonconservation lands to purchase for military base protection.

Permits program funds to address emergent needs related to mission sustainment, encroachment reduction or prevention, and base retention, with all appropriated funds eligible for federal matching purposes.

Takes effect July 1, 2013.
