Establishes a Cross-Over Youth pilot project as a collaborative initiative between the Department of Children and Families and the Department of Juvenile Justice to serve youth under age 18 receiving services from both agencies.

Pilot project to be located in one county with high cross-over youth rates (with preference for counties with unified family courts), selected mutually by both department secretaries.

Project components include staff training by Department of Juvenile Justice, intervention services for youth on probation, enhanced security measures, unified treatment plans, and interventions to protect low-risk youth from negative effects of high-risk youth.

Pilot project runs from July 1, 2013 through June 30, 2014, with interim report due December 31, 2013 and final report due August 31, 2014, measuring youth served, new violations, probation violations, risk and protective factors, transfers, law enforcement calls, and academic performance.

Reports must be submitted to the Governor, Speaker of the House of Representatives, and President of the Senate.
