Amends s. 119.071, F.S. to make the public records exemption for personal identifying information of paratransit service applicants and recipients permanent by removing the scheduled October 2, 2013 repeal date.

Clarifies that the exemption applies to personal identifying information held by an agency before, on, or after the exemption's effective date.

Permits disclosure of exempt information only with: express written consent of the applicant/recipient or their legal representative, in medical emergencies to protect health or life, by court order upon showing of good cause, or to another agency performing its duties.

Takes effect July 1, 2013.
