Amends section 112.324, Florida Statutes to create exemptions from public records requirements for written referrals and related records held by the Commission on Ethics, Governor, Department of Law Enforcement, or state attorney

Creates exemption for records relating to preliminary investigations held by the Commission on Ethics

Exempts portions of Commission on Ethics proceedings where referrals are discussed or acted upon from public meetings requirements

Exemptions apply until the complaint is dismissed as legally insufficient, the alleged violator requests public disclosure in writing, the Commission determines not to investigate, or probable cause is determined

Exemptions subject to Open Government Sunset Review Act and shall be repealed on October 2, 2018 unless reenacted by the Legislature
