Creates section 560.312 of Florida Statutes to exempt payment instrument transaction information held by the Office of Financial Regulation from public records requirements when it identifies a licensee, payor, payee, or conductor.

Allows licensees to access their own submitted transaction information and authorizes the office to enter information-sharing agreements with law enforcement agencies and other governmental agencies to detect financial crimes and workers' compensation violations.

Requires any department or agency receiving confidential information to maintain its confidentiality except as compelled by court order to a specific party.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2018, unless the Legislature reenacts it.

Takes effect contingently on the same date that HB 217 or similar legislation becomes law in the same legislative session.
