Removes the scheduled October 2, 2013 repeal date for the public records exemption covering employment discrimination complaints under section 119.071, Florida Statutes, making the exemption permanent.

Maintains the exemption for complaints and records relating to discrimination based on race, color, religion, sex, national origin, age, handicap, or marital status in hiring practices, salary, benefits, discipline, discharge, and employee performance until a probable cause finding is made, investigation becomes inactive, or records become part of an official hearing or court record.

Preserves the exemption's non-interference with the Florida Commission on Human Relations and allows state and federal agencies authorized by law to access such complaints and records for statutory duties.

Clarifies that when an alleged victim chooses not to file a complaint and requests confidentiality, all related employment discrimination records remain confidential and exempt from public disclosure.

Takes effect October 1, 2013.
