HB 7147 - Health Benefits for Other-Personal-Services Employees

• Defines "full-time other-personal-services employees" as OPS workers meeting the full-time definition under the Patient Protection and Affordable Care Act and working for state government or state universities.

• Allows the state group insurance program to develop a separate benefit plan for full-time OPS employees and permits them to participate in the state group insurance program.

• Authorizes payment of health insurance premiums for full-time OPS employees from funds appropriated in the other-personal-services or salary and benefits categories.

• Requires the Department of Management Services to contract for health benefit plans offering minimum essential coverage that is affordable under federal law, effective for the 2014 plan year and beyond.

• Sets employee health insurance premium contributions at $96 per month for individual coverage and $136.74 per month for family coverage during the January 1 - June 30, 2014 period, with the employer paying the remaining balance.
