• Creates navigator registration requirements under Florida Insurance Code, effective August 1, 2013, requiring individuals to register with the Department of Financial Services and meet qualifications including citizenship, age 18+, successful federal training completion, and criminal background clearance; establishes $50 application fee and fingerprinting requirements.

• Establishes regulatory framework for PPACA compliance by authorizing the Office of Insurance Regulation to review health insurance forms and conduct market examinations for Affordable Care Act compliance, with authority to report violations to federal Department of Health and Human Services.

• Terminates Florida Comprehensive Health Association coverage on June 30, 2014, requiring the association to notify policyholders, assist with transition to exchange coverage, and dissolve by September 1, 2015, transferring remaining funds to the General Revenue Fund.

• Requires separate rating experience for grandfathered and nongrandfathered health plans; exempts nongrandfathered plans from rate review and approval for plan years 2014-2015; mandates insurers provide notice of estimated PPACA premium impact with first policy issuance or renewal.

• Appropriates $106,658 in recurring funds and $70,000 in nonrecurring funds from the Insurance Regulatory Trust Fund for two full-time positions to implement navigator registration provisions.
