Ratifies six Department of Environmental Protection rules implementing total maximum daily loads (TMDLs) for impaired water bodies to satisfy statutory effectiveness conditions under Florida Statutes section 120.541(3).

Ratifies subsections (3)-(7) of rule 62-304.300 for St. Marks River Basin TMDLs (filed March 2, 2012) and subsections (10)-(11) of rule 62-304.330 for Pensacola Bay Basin TMDLs (filed February 7, 2013).

Ratifies subsections (14)-(20) of rule 62-304.520 for Indian River Lagoon TMDLs (filed March 20, 2013), subsection (12) of rule 62-304.610 for Hillsborough River Basin TMDLs (filed August 20, 2012), and subsections (13)-(14) of rule 62-304.645 for Springs Coast Basin TMDLs (filed March 8, 2013).

Ratifies rule 62-304.900 establishing a statewide total daily maximum load for mercury-impaired water bodies (filed November 21, 2012).

Does not alter rulemaking authority, constitute legislative preemption, cure rulemaking defects, or prevent challenges based on lack of authority or violation of legal requirements; takes effect upon becoming law.
