Creates exemption from public records requirements for written referrals and related records held by the Commission on Ethics, the Governor, the Department of Law Enforcement, or a state attorney.

Creates exemption for records relating to preliminary investigations held by the Commission on Ethics, maintaining confidentiality until investigation is resolved.

Exempts portions of Commission on Ethics proceedings where referrals are discussed or acted upon from public meetings requirements under the same conditions as records exemptions.

Exemptions expire when the complaint is dismissed, the alleged violator requests public disclosure, the commission declines to investigate, or probable cause is determined through investigation.

Exemptions subject to repeal on October 2, 2018 unless the Legislature reenacts them, and effective date contingent on passage of SB 2 or similar legislation.
