Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during Florida State University football preseason training on February 21, 2001.

Payment resolves a settlement agreement between the parents and Florida State University, with the Division of Risk Management having already paid $200,000 under statutory limits, leaving $1.8 million to be appropriated by the Legislature.

Chief Financial Officer shall issue a warrant payable to Wendy Smith and Dennis Darling, Sr., for $1.8 million.

Combined payment from Risk Management ($200,000) and this appropriation ($1.8 million) constitutes sole compensation for all present and future claims related to Devaughn Darling's death.

Fees and costs for attorneys, lobbying, and other similar expenses may not exceed 25 percent of the $1.8 million appropriated under this act.
