Appropriates $650,000 from the General Revenue Fund to the Department of Health for compensation to Yvonne Morton for injuries sustained when struck by a Department of Health employee on January 2, 2007 in Tarpon Springs, Pinellas County.

Victim was 85 years old at time of accident and sustained multiple fractured ribs, scalp hematoma, neck injuries requiring C5-C6 spinal fusion surgery, and resulting complications including pulmonary embolus; now confined to wheelchair and assisted living facility.

Total medical expenses through July 31, 2009 amounted to approximately $570,000; State Farm Insurance paid $110,000 in benefits, with additional payments from Medicare and other insurers.

Department of Health admitted liability in settled lawsuit (Circuit Court Case No. 07-9114-C-13) and agreed not to contest the claim bill if compensation did not exceed $650,000 beyond the statutory $100,000 liability limit.

Limits attorney fees, lobbying fees, and related costs to 15 percent of the $650,000 award, or up to 25 percent if waived by the claimant.
