Authorizes the Palm Beach County School Board to appropriate and pay $1,900,000 to David Abbott, guardian of Carl Abbott, as compensation for injuries sustained when a school bus struck Carl Abbott on June 30, 2008.

Payment structure consists of $211,111.11 annually from fiscal year 2013 through 2020, and $211,111.12 in fiscal year 2021.

Payments cease upon Carl Abbott's death, except that the guardian is guaranteed a minimum payment of $633,333.33 if Carl Abbott dies within 3 years of the act's effective date.

Limits attorney fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total $1,900,000 award.

This award, combined with the $100,000 statutory payment under Florida Statutes § 768.28, constitutes sole compensation for all claims arising from the incident.
