Declares the $1 million award as sole compensation for all present and future claims arising from the factual situation described, including any amounts previously awarded under sovereign immunity waivers.

Directs the Chief Financial Officer to draw a warrant for $1 million payable to L.T. through her Permanent Custodian from unappropriated State Treasury funds.
