Authorizes the Palm Beach County School Board to appropriate $944,034.30 to compensate Altavious Carter for injuries sustained when a school bus struck his vehicle on December 15, 2005.

Carter, then 14 years old, suffered a broken neck at the C6 level with spinal cord damage and underwent cervical fusion surgery; a jury awarded a judgment of $1,094,034.30 against the school board on February 25, 2010.

The school board's statutory liability limit under Florida law is $100,000, making this appropriation cover the remaining $944,034.30 of the judgment.

Establishes that the statutory payment and this appropriation constitute sole compensation for all present and future claims arising from the incident.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded under the act.
