Authorizes and directs the city of Haines City to appropriate $825,094 to Thomas and Karen Brandi as compensation for injuries sustained from a March 26, 2005 traffic accident involving a Haines City police officer.

Officer Pamela Graham entered an intersection against a red light at over 45 mph and broadsided Mr. Brandi's vehicle; a trial jury found the city 60 percent liable and awarded net damages of $1,084,396 after comparative negligence reduction.

Thomas Brandi sustained life-threatening injuries including aortic arch tear, multiple fractures, and severe traumatic brain injury; his medical expenses exceeded $156,000 at time of trial and future expenses totaled $903,000.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded under the act.

The $825,094 payment combined with the $200,000 previously paid by the city under sovereign immunity limits provides sole compensation for all present and future claims arising from the accident.
