Authorizes the City of Tampa to appropriate and pay $17,828,800 to Ramiro Companioni for injuries sustained from a negligent motorcycle collision with a city Water Department truck on November 22, 1996.

Establishes that the payment represents sole compensation for all present and future claims arising from the accident, which left Companioni with catastrophic injuries including spinal fractures, loss of intestines requiring colostomy, and permanent nerve damage.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the $17,828,800 award.

Affirms that a 2004 Hillsborough County jury found the City of Tampa 90 percent at fault and awarded $17,928,800 in damages, with the city having already paid $100,000 under sovereign immunity limits.
