Authorizes the City of Hollywood to pay Ronald Miller $100,000 in additional compensation for injuries sustained from a vehicle collision on July 30, 2002 caused by a city employee's negligence.

Compensates Miller for damage to both knees requiring corrective surgeries; follows a jury verdict of $1,130,731.89 and prior statutory payment of $100,000 under Florida liability limits.

Establishes that the combined prior payment and this $100,000 award constitute sole compensation for all present and future claims arising from the incident.

Limits attorney fees, lobbying fees, costs, and related expenses to a maximum of 25 percent of the $100,000 awarded under the act, to be paid on a pro rata basis from the total amount.

Takes effect upon becoming law.
