Authorizes the City of Lakeland to appropriate and pay $312,500 to Reginald Jackson for injuries sustained from a gunshot wound inflicted by Lakeland Police Officer Mike Cochran on October 18, 2001.

Jackson was shot in the neck and back by Officer Cochran after being arrested for disobeying a law enforcement officer; the officer fired through Jackson's windshield after Jackson pumped his brakes twice in response to a threat to shoot.

A jury awarded Jackson $412,500 in damages, but Florida's liability limits allow only $100,000 to be collected against the city, making this legislative appropriation necessary for the remaining $312,500.

The combined payment from the city under state law and this act constitutes sole compensation for all present and future claims arising from the incident.

Attorney fees, lobbying fees, costs, and similar expenses related to this claim cannot exceed 25 percent of the amount awarded under this act.
