Creates section 316.305, the "Florida Ban on Texting While Driving Law," prohibiting operation of a motor vehicle while manually typing or sending/reading text-based messages on a wireless communications device.

First violation is a noncriminal traffic infraction punishable as a nonmoving violation; second or subsequent violation within 5 years is punishable as a moving violation.

Establishes exceptions for emergency personnel, reporting emergencies, receiving navigation or safety alerts, using navigation systems, and voice-based communication that does not require manual entry or reading.

Requires law enforcement to enforce this provision only as a secondary action when the driver has been detained for another traffic violation.

Amends the driver license points system to assign 6 points for unlawful use of wireless communications device resulting in a crash, and 2 additional points for such violations committed in school safety zones.
