Allows owners of vehicles titled or branded as low-speed vehicles to convert them to golf carts by contacting a Department of Highway Safety and Motor Vehicles regional office, surrendering their registration plate and certificate of title, and paying a $40 fee.

Requires owners converting low-speed vehicles to golf carts to provide an affidavit stating the vehicle has been modified to comply with speed restrictions under s. 320.01(22) and will be operated according to golf cart regulations.

Directs the department to note the conversion in vehicle records, cancel the certificate of title and registration, and issue a decal displaying "CONVERTED VEHICLE. Max speed 20 mph." to be displayed on the rear of the vehicle.

Effective July 1, 2013.
