Creates the Helen Gordon Davis Fair Pay Protection Act to address gender-based pay discrimination in Florida's private and governmental sectors.

Requires the Department of Economic Opportunity to conduct studies and provide information to employers, labor organizations, and the public on methods to eliminate pay disparities between men and women.

Establishes the Governor's Recognition Award for Pay Equity in the Workplace to be awarded annually to businesses that have engaged in activities eliminating barriers to equal pay for equal work.

Directs the executive director of the Department of Economic Opportunity and the chairperson of the Commission on Human Relations to create eligibility criteria for the award in cooperation with the Executive Office of the Governor.

Takes effect July 1, 2013.
