Expands early voting locations to include city halls, libraries, courthouses, places of worship, civic centers, convention centers, community colleges, universities, fairgrounds, and other supervisor-designated locations.

Removes the requirement that early voting sites be permanent facilities designated and used for at least 1 year before an election.

Establishes minimum early voting site requirements: each county must operate at least the same number of sites used in the 2008 general election, or one site plus one additional site for every complete set of 65,000 registered voters, whichever is greater.

Changes early voting period to begin on the 15th day before elections (8th day for special elections) and end on the 2nd day before the election, requiring 12 hours per weekday and 12 hours total per weekend at each site, with hours between 7 a.m. and 7 p.m.

Permits electors to change their residence at a polling place and vote a regular ballot without restriction to same-county moves (previously limited to in-county moves except for active uniformed services voters).
