Defines "school property" as the grounds or facility of any kindergarten, elementary, middle, junior high, or secondary school, whether public or nonpublic

Establishes the violation as a third-degree felony for any person who knowingly distributes harmful materials to a minor or posts them on school property

Exempts school-approved instructional materials designed as major tools for teaching subjects or courses when distributed by school officers, instructional personnel, administrative personnel, volunteers, or educational support employees
