Amends section 287.058 of Florida Statutes regarding requirements for state contracts exceeding the CATEGORY TWO threshold amount.

Requires all call-center services provided under state contracts be staffed by persons located within the United States, including services performed by subcontractors.

Makes technical changes to contract provisions including clarifying language on scope of work, deliverables, renewal terms, and financial consequences for contractor non-performance.

Allows state agencies to authorize purchase orders instead of written agreements for contractual services if specified provisions are included in the purchase order or solicitation.

Takes effect July 1, 2013.
