Establishes the "Freedom from Unwarranted Surveillance Act" prohibiting law enforcement agencies from using drones to gather evidence or information.

Defines "drone" as a powered, aerial vehicle without a human operator that can fly autonomously or be remotely piloted and can carry lethal or nonlethal payloads.

Provides three exceptions allowing drone use: countering terrorist threats with Department of Homeland Security determination, obtaining a judicial search warrant, or preventing imminent danger to life or property, forestalling suspect escape, or finding missing persons.

Allows aggrieved parties to bring civil actions against law enforcement agencies for violations and prohibits admission of drone-collected evidence in criminal prosecutions in Florida courts.

Effective date: July 1, 2013.
