Amends the definition of "Department" in child care facility regulations to refer to the Department of Children and Families instead of Department of Family Services.

Requires minimum standards for child care facilities to include a written plan for daily provision of varied activities and active and quiet play opportunities appropriate to each child's age.

Mandates that minimum standards include specific requirements for appropriate use of confining equipment, periods of physical activity, and limitations on screen time, to be defined by the department in rule.

Maintains existing requirement that written activity plans include a program implemented periodically to help children prevent and avoid physical and mental abuse.

Takes effect July 1, 2013.
