Changes "criminal prosecution" definition to mean charging or prosecuting only (removes arrest and detention language) and requires law enforcement agencies to investigate justified use of force claims.

Changes court authority to award attorney fees and costs from mandatory to discretionary in civil cases when defendant is found immune from prosecution.

Removes exceptions allowing aggressors who initially provoke force to claim justification and adds restrictions preventing justification claims for those who leave safety to enter confrontation or pursue trespassers after withdrawal.

Creates statewide database requiring the Department of Law Enforcement to collect and annually report all justifiable use of force claims, with each law enforcement agency required to submit monthly reports on incidents from initial claim through case resolution.
