Replaces the term "mental retardation" with "intellectual disability" throughout Florida Statutes in criminal, civil, and administrative proceedings.

Substitutes the Arc of Florida for the Association for Retarded Citizens in statutes relating to children's proceedings and motor vehicle exemptions.

Clarifies that for purposes of criminal laws, court rules, and death penalty proceedings, "intellectual disability" and "intellectually disabled" have the same meaning as the former terms "mental retardation" and "mentally retarded" as defined before July 1, 2013.

Makes technical corrections to statutory language, including changes to verb tenses, grammar, and cross-references throughout multiple chapters relating to developmental disabilities services, competency proceedings, and forensic facilities.

Takes effect July 1, 2013.
