Adds licensed psychologists (chapter 490) to the list of health care providers protected by a 12-month limitations period for health insurer claims of overpayment, except for providers convicted of fraud under section 817.234.

Adds licensed psychologists to the list of health care providers subject to a 12-month limitations period for submitting underpayment claims to health insurers or health maintenance organizations.

Adds licensed psychologists to the list of health care providers eligible for direct payment of benefits under health insurance policies when an insured authorizes such payment.

Makes technical grammatical corrections to clarify that claims for overpayment and underpayment are "not permitted" beyond the 12-month period rather than "may not be permitted."

Takes effect July 1, 2013.
