Requires individual education plan (IEP) teams to consider deaf or hard-of-hearing students' language and communication needs, including opportunities for direct communication with peers and staff in their preferred communication mode.

Mandates consideration of the student's academic level and full range of needs, including opportunities for direct instruction in their language and communication mode.

Requires the Department of Education to develop a model communication plan in coordination with the Florida School for the Deaf and the Blind and education stakeholders, including the auditory-oral community.

States the model communication plan must be adopted in rule by the State Board of Education and made available online to all school districts by December 31, 2013.

Requires the Department of Education to provide technical assistance to school districts for using the model communication plan.
