Requires governmental entities to specify state-produced lumber, timber, and forest products in public works contracts if wood is a component, available, and competitively priced; exempts plywood for concrete forms, projects with federal funding restrictions, and transportation projects with federal aid.

Mandates state agencies use sustainable building rating systems or national green building codes for each new building and renovation project.

Exempts owners and operators of public swimming pools permitted under state law from contractor licensing requirements for water treatment and maintenance activities.

Prohibits mandatory fire sprinkler provisions from the International Residential Code from being incorporated into the Florida Building Code; does not apply to local governments with fire sprinkler ordinances effective since January 1, 2010.

Increases maximum civil penalties for unlicensed contractor violations from $500 to $2,000 and modifies the fine-sharing arrangement for local building departments from retaining 25 percent to retaining 75 percent of collected fines.
