Appropriates $1,900,000 from the General Revenue Fund to compensate Barney Brown for wrongful incarceration for 38 years following his 1970 rape conviction in Dade County.

Directs the Chief Financial Officer to draw and pay a warrant to Barney Brown for $1,900,000 from the State Treasury.

Establishes that this compensation is the sole remedy for all present and future claims arising from Brown's arrest, conviction, and incarceration, with no additional awards for attorney fees, lobbying fees, or other costs.

Clarifies that the state does not waive sovereign immunity or increase liability limits through this act and that compensation does not constitute recognition of a constitutional violation.

Takes effect upon becoming law.
