Expands the early voting period for elections containing state or federal races from the 3rd day before the election to the 2nd day before the election.

Changes early voting requirements from a mandatory 6-12 hours per day to allowing supervisors discretion, with an option to extend general election early voting to no more than 14 hours per day.

Requires supervisors of elections to submit a report to the Secretary of State at least 3 months before each general election.

Report must include anticipated staffing levels during early voting, election day, and after election day, plus the anticipated amount of automatic tabulating equipment at each early voting site and polling place.

Effective date: July 1, 2013.
