Classifies dependent children as residents for tuition purposes if they are U.S. citizens or lawful permanent residents whose parent is not a U.S. citizen, lawful permanent resident, or qualified legal alien.

Requires the dependent child to attend a Florida high school for 4 consecutive years and submit a high school transcript to qualify for resident tuition status.

Requires enrollment in a Florida institution of higher education within 12 months after graduating from a Florida high school.

Directs the State Board of Education to adopt rules and the Board of Governors of the State University System to adopt regulations to implement the legislation.
