Appropriates $950,000 from the General Revenue Fund to the Agency for Persons with Disabilities as compensation for J.D.S. for injuries and damages sustained due to negligence.

J.D.S., a 22-year-old developmentally disabled woman with autism, cerebral palsy, and mental retardation, was raped and impregnated by Philip Strong in December 2002 while living at the Strong Group Home licensed by the Department of Children and Family Services.

Settlement of $1.15 million total was reached before jury trial on February 6, 2012, with the Agency for Persons with Disabilities paying $200,000 directly and $950,000 through this appropriation bill.

Chief Financial Officer shall draw warrant to pay $950,000 to the AGED Pooled Special Needs Trust, managed by AGED, Inc., on behalf of J.D.S.

Attorney fees, lobbying fees, costs, and other similar expenses related to this claim are limited to 25 percent of the $950,000 award.
