Adds a new basis for court jurisdiction when a person enters into a contract that specifies Florida law governs the contract and the person agrees to submit to Florida court jurisdiction.

Prohibits enforcement of penalties or fines imposed by other state agencies against Florida-incorporated entities or businesses unless the other state provides a mandatory right of judicial review of the agency decision.

Expands the definition of "foreign judgment" under the Florida Enforcement of Foreign Judgments Act to include judgments from U.S. territories and commonwealths entitled to full faith and credit in Florida.

Clarifies that initiating arbitration in Florida or making a written arbitration agreement for Florida arbitration constitutes consent to Florida court jurisdiction for actions arising from the arbitration and any resulting award.

Makes technical corrections to Florida's International Commercial Arbitration Act regarding cross-references and clarifying when arbitrations are considered international.
