Department of Children and Families shall include in its annual legislative budget request up to $180,000 per fiscal year to replenish Angela Sozzani's special needs trust for her placement costs and medical care and treatment.

Department may request additional funds exceeding the $180,000 limit under extraordinary circumstances to replenish the trust for Angela Sozzani's placement and medical care costs.

Upon Angela Sozzani's death, any remaining proceeds in the special needs trust shall first satisfy the Medicaid lien, with remaining funds reverting to the General Revenue Fund.

Angela Sozzani's near-drowning in April 2002 while in foster care resulted in severe brain injury requiring 24-hour medical care with a life expectancy of 20 to 30 years.

No attorney fees or costs have been awarded as Angela Sozzani's attorneys provided pro bono representation.
