Establishes a legal framework for domestic partnerships in Florida by creating registration requirements through the clerk of the circuit court, including a $30 filing fee plus additional fees for the Domestic Violence Trust Fund and Displaced Homemaker Trust Fund.

Grants domestic partners visitation rights, health care decision-making authority, and inheritance/disposition rights equivalent to spouses in health care facilities, nursing homes, assisted living facilities, and correctional institutions.

Requires domestic partners be notified and consulted in medical situations including brain death, mental health treatment, anatomical gifts, autopsies, and body disposition.

Establishes prohibitions on domestic partnerships including when either party is married, already in a domestic partnership, related by blood, under 18 years old, or lacks capacity to consent.

Allows domestic partnerships to be terminated by filing notice with the clerk of circuit court, effective 90 days after filing, and automatically terminates upon marriage or death of either partner.
