Proposes constitutional amendment to Article IX, Section 1 establishing minimum salary requirements for Florida public school teachers.

Requires new full-time public school teachers to earn at least the national average salary for new teachers by 2015.

Requires experienced full-time public school teachers to earn at least the national average salary for experienced teachers by 2015.

State, rather than school districts, shall fund all salary increases required by this amendment.

Salary increases are independent of employee benefits and cannot decrease existing benefits or impair collective bargaining.
