Re-creates the Transportation Governmental Bond Trust Fund within the Department of Transportation (FLAIR number 55-2-739) which was scheduled for termination on July 1, 2014 under the State Constitution.

Repeals subsection (3) of section 339.0816, Florida Statutes, which contained provisions relating to the termination of the trust fund.

Extends the life of the trust fund based on the Legislature's finding that it continues to serve an important public purpose and that existing public policy provides adequate parameters for its use.

Effective date: July 1, 2013.
