Re-creates the Clearing Funds Trust Fund within the Department of State (FLAIR number 45-2-537), which was scheduled for termination on July 1, 2014 under the State Constitution.

Repeals subsection (3) of section 20.104, Florida Statutes, which contained provisions for the trust fund's termination.

Extends the trust fund's existence beyond its constitutional mandate termination date after legislative review determined it continues to serve an important public purpose.

Takes effect July 1, 2013.
