Deletes restriction on expenditures from the Lifetime Fish and Wildlife Trust Fund that previously prohibited disbursements of interest income from lifetime licenses until license holders reached age 16.

Renames the Fish and Wildlife Habitat Program to the Land Acquisition Trust Fund within the Fish and Wildlife Conservation Commission for acquiring and managing lands important to fish and wildlife conservation.

Creates the Save the Manatee Trust Fund administered by the Fish and Wildlife Conservation Commission, funded through provisions in sections 320.08058, 328.66, 328.72, 328.74, 328.76, and 379.2431, and allows donations to be deposited into the fund.

Creates the Invasive Plant Control Trust Fund administered by the Fish and Wildlife Conservation Commission, funded through provisions in sections 201.15, 206.606, 328.76, 369.20, 369.22, 369.252, and 379.502.

Both new trust funds retain any unspended balance at fiscal year-end for carrying out their stated purposes, notwithstanding general appropriations law provisions.
